Truck Toll Belgium: Viapass, Three Regions, One System
Belgium is one of the most heavily trafficked transit countries in Europe. For hauliers and drivers passing through the country, the toll system may seem unusually complex at first glance — because Belgium is a federal state in which three regions independently manage road infrastructure. The shared coordination system is called Viapass.
The Toll System in Belgium: Viapass
Viapass is not an independent toll authority but a joint platform of the three Belgian regions: Flandern, Wallonien and the Brussels-Capital Region. Toll data is consolidated and billed through Viapass, while technical detection takes place using a free-flow method. This means: no barriers, no waiting — vehicles are automatically registered via overhead gantries and roadside antennas.
Which Vehicles Are Subject to Tolls?
The toll obligation applies to all vehicles with a maximum permissible weight of more than 3.5 tonnes. This includes heavy trucks, articulated lorries, buses and commercial vehicles. Cars and light vans up to 3.5 t are not subject to distance-based tolls.
Which Roads Are Tolled?
In all three regions, the following roads are subject to tolls: - Motorways - Expressways - Major national roads (selected routes)
The network is more extensive than in many neighbouring countries: alternative routes on national roads can also be tolled, making spontaneous detours to avoid tolls less attractive.
The Three Regions: Flandern, Wallonien, Brussels
Although billing runs through Viapass, the regions differ legally:
- Flandern and Brussels-Capital: The toll is structured as a tax. No VAT applies.
- Wallonien: The toll is a VAT-liable usage fee, as the roads in Wallonien are managed by the private company Sofico. For hauliers entitled to input tax deduction, this can make a difference in billing.
Drivers do not notice this difference during the journey itself — the OBU device and billing operate through the same provider in all regions.
Tariff Structure: Emission Class, Weight and CO₂ Surcharge
The toll amount in Belgium is made up of two components:
- Base rate: dependent on weight class (<12 t, 12–32 t, >32 t) and Euro emission class (Euro 0 to Euro 6). Cleaner vehicles pay less.
- CO₂ surcharge: a separate charge that has applied since the introduction of the CO₂ price for road freight transport. Zero-emission vehicles (ZEV) benefit from a reduced base rate.

The OBU Device: Satellic and EETS Providers
Tolled vehicles in Belgium require an On-Board Unit (OBU) for toll billing. The main Belgian provider is Satellic, the national service provider authorised by Viapass. EETS providers (European Electronic Toll Service) are also permitted, including well-known names such as Axxès, DKV and other European fleet services.
For hauliers with European route networks, using an EETS provider that also covers countries such as France, Germany or the Netherlands is worthwhile — a single contract covers multiple countries.
