Truck Toll Calculation Explained

Truck toll is not simply "rate × kilometres". Every country has its own rules, its own tariffs and its own technical systems. This article explains what determines the toll amount — and how a modern calculation tool handles all of it.

What Affects Truck Toll?

1. Chargeable Distance

The basis of every calculation is the length of the journey on toll roads. Not every road is subject to toll — in Germany, for example, the charge applies to federal motorways and selected federal roads; in France almost exclusively to motorways operated under concession.

2. Vehicle Weight

Gross vehicle weight (GVW) is the most important tariff factor in almost every country. Typical thresholds: 3.5t, 7.5t, 12t, 18t, 32t. A fully loaded articulated lorry is typically 40 tonnes.

3. Number of Axles

More axles generally means lower cost per kilometre — the load on the road surface is spread across more wheels. In Germany the toll rate drops from 5 axles upwards.

4. Emission Class (Euro Standard)

Euro 6 is the cleanest category, Euro 0 the dirtiest. Newer vehicles pay less toll. In many countries the emission class can reduce the toll rate by 20–50%.

5. CO₂ Class (Germany only, from March 2024) ⚠️ Biggest change in 2024

Since March 2024, Germany levies a CO₂ component — the biggest toll reform since the HGV toll was introduced in 2005. Vehicles are classified by the Federal Logistics and Mobility Authority (BALM) into five CO₂ classes. The class determines the CO₂ surcharge per toll kilometre.

Important: Without active proof of a better class (manufacturer's declaration registered with Toll Collect), Class 1 is applied automatically — even if the vehicle would qualify for a better rating. Operators running LNG or CNG trucks should register their class proactively to avoid paying the full surcharge.

The Class 1 surcharge of €0.1518/km represents an increase of around 65% compared to pre-2024 rates.

Open System vs. Closed System

Open system (free-flow): Vehicles are automatically registered as they pass under detection gantries. No barriers, no stopping. Germany, Austria and Belgium use this system. Charges are processed via OBU or number-plate recognition.

Closed system (toll barriers): Entry and exit are controlled by barriers. Payment by ticket, credit card or transponder. Typical of France and much of Italy. Advantage: clear per-section billing. Disadvantage: waiting times.

How is Toll Paid?

OBU (On-Board Unit)

An OBU is a device fitted to the vehicle that transmits vehicle data via GNSS (GPS) or microwave to the toll system. In Germany the standard device is from Toll Collect; in Austria the Go-Box from ASFINAG. Many devices only cover one country.

Telepass (European Solution)

Telepass is a widely-used transponder that originated in Italy. It works across large parts of the European toll network — particularly in Italy, France, Spain, Portugal, Belgium and Poland. For operators with frequent western European runs it is one of the most convenient solutions: one device, one bill.

SVG (German Road Haulage Cooperative)

The SVG is a German cooperative that supports hauliers with toll administration. Through SVG, companies can obtain Toll Collect OBUs and consolidate toll billing across multiple vehicles. Especially popular with mid-sized German-focused operators.

Number-Plate Recognition (no device needed)

In some countries no device is required: number plates are photographed at detection gantries and the toll is invoiced retrospectively or debited from an online account (e.g. in Czech Republic via MYTOCZ or in Belgium via Viapass). Practical for occasional crossings — more expensive than a transponder for frequent users.

Worked Example: Berlin → Munich

How the total breaks down: 596.5 km × €0.208 (base) + 596.5 km × €0.1518 (CO₂) = €124.07 + €83.51 = €207.58

For comparison: before the CO₂ toll (pre-March 2024), the same journey for this vehicle would have cost around €124 — the CO₂ surcharge alone adds nearly €84.

Why Costs Vary So Much Across Europe

  1. Different infrastructure financing models: In Poland the state funds a large share of road maintenance. In France or Italy, private operators have invested billions and recover costs through concession fees.
  2. Climate policy: Germany introduced a CO₂ component in 2024 that raised diesel truck tolls by up to 50%. Other countries offer emission discounts but with less dramatic differentiation.
  3. Infrastructure complexity: Countries with dense, expensive road networks (Austria: many tunnels and mountain routes) build higher maintenance costs into their rates.
